The Malta Chamber of Advocates, il-Kamra tal-Avukati, represents the corps of warranted advocates admitted to the Bar of Malta. It is a voluntary non-political non-Governmental organisation funded by the fees paid by members and by funds raised from the activities it organises. It is recognised at law as the consultative and participatory representative of advocates in matters related to the organisation and administration of justice. The Chamber acts as a professional association, a lobbyist, an educator, and to a degree, as a regulator, as well as being available to provide guidance to advocates and to the public at large on matters of professional ethics and the proper exercise of the function and office of advocates.

The Chamber of Advocates, through its foundation The Malta Law Academy,  organises lectures, seminars, and conferences in order to up-date the legal profession on matters both of substantive and of procedural law, as well as participating, either as a lobbyist or as a direct participant, in initiatives to amend and consolidate legislation. The -Council of the Chamber of Advocates, il-Kamra Tal-Avukati, is elected every three years. The Council for 2017- 2020 is currently made up of 12 members as follows:

George has occupied the post of President of the Chamber of Advocates since 2015 He is also currently Chair of the Board of Governors of the Malta Arbitration Centre, Member of the Permanent Court of Arbitration, Member of the Commission for the Administration of Justice, Member of the Judicial Appointments Committee and Non-Resident High Commissioner of Malta to South Africa. George graduated Doctor of Laws from the University of Malta in 1979 and obtained a Diploma in European Integration from the University of Amsterdam in 1980. George is a former Member of Parliament (1995 -2003) and served as Parliamentary Secretary in the Ministry for Economic Services
Dr Vincent Galea

Vincent Galea graduated as a lawyer in November, 1995 and was admitted to the Bar Association on the 12th of January, 1996. He has been on the executive committee of the Chamber of Advocates since 1996 and has occupied various posts. Since 2015 he has been Vice-President of the Chamber.
Dr Stefan Camilleri

Dr Stefan Camilleri has been practising law for the last twenty years and is a partner in the law firm Camilleri Cassar Advocates. He was elected to sit on the committee for the Chamber of Advocates since the year 2000 and has been re-elected by his peers ever since. He has occupied many posts as committee member and has held the post of General Secretary for the past five years. Stefan sits on the board of the Commission for the Administration of Justice, a position which he has held since 2005. The function of the said board is to hear complaints that are brought against lawyers by the public. He regularly is asked to lecture law students on legal ethics and is appointed by the Faculty of Laws of the University of Malta to act as an examiner on legal ethics. Since 2008, Stefan is also a representative of the Malta Chamber of Advocates on the Council of Bars and Law Societies of Europe (CCBE).

Dr Jesmond Manicaro

Dr. Jesmond Manicaro BA, LL.D., LL.M. (IMLI), LL.M. (Lond). Partner in the law firm AMJ Legal Born in March 1978, Jesmond obtained his doctoral degree in law from the University of Malta in 2003 following the submission of a thesis titled “Developments in International Law brought about by the end of the Cold War”. He was called to the bar in 2004. Following the award of a scholarship by the Government of Malta and the United Nations International Maritime Organisation, in 2003, read a Masters degree in International Maritime Law at the International Maritime Law Institute where he graduated following the submission of a thesis titled “The Protection of Underwater Cultural Heritage under International Law”. He was awarded a Chevening Scholarship by the British Council and read a Masters degree in Telecommunications Law, IT Law, International Air Law and Cultural Property Law at University College London. He also holds a Diploma in Notarial Studies and a BA in Legal and Humanistic Studies (Phil.) from the University of Malta. Professional Experience Between 2003 and 2006 Jesmond held the position of associate with one of the top tier law firms in Malta, MAMO TCV. In 2006 Jesmond left MAMO TCV to head the legal department of a major group of companies on the island, Polidano Group. In 2009, he joined Dr Adrian Mallia to set up the law firm AMJ Legal. In 2015, through the Chamber of Advocates, Jesmond was appointed administrator of the Gaming Malta Foundation, a non-profit making organisation which was launched in March 2015 and whose main objective is the promotion of Malta as a leading jurisdiction and a centre of excellence in the gaming industry. Other appointments Jesmond currently also serves as a non-executive director on a number of Maltese companies involved in various cross-border and overseas activities. Among his other past appointments, Jesmond sat on the Senate of the University of Malta as a student representative, and he was also appointed executive member of the University Editorial Board and of the Student Organisation Recognition Board. Between the year 2000 and the year 2003, he was also elected by popular vote to serve as a local councillor in his home district.

Dr Spiteri graduated with the degree of Doctor of Laws in 2004 at the University of Malta and was admitted to the Bar in 2005. He was legal adviser to the Armed Forces of Malta; and has been in private practice since 2013 specialising in Military and Criminal Law.
Dr Robert Thake
EDUCATION OFFICER
Robert Thake holds a Doctor of Laws degree and a Masters of Arts in Laws degree from the University of Malta. He was admitted to the Bar in 2014 and began practicing at Thake Desira Advocates that same year, primarily in the fields of family and civil litigation. Shortly after, Robert became a member of the Chamber of Advocates (Malta) and a committee member as of 2015. He is also a casual visiting lecturer within the Civil Law Department of the University of Malta. Robert is an avid collector of Melitensia and is a member of a number of bibliographical societies including The Bibliographical Society of London, The Oxford Bibliographical Society and The Grolier Club of New York. He is also the author of two books: A Publishing History of a Prohibited Best-Seller (2016) and Patriotism, Deception and Censorship (2013).

Started practicing as lawyer in the Maltese and Gozo Civil and Criminal Courts from 1994. Also served as Judicial Assistant and as Chairman of the Industrial Tribunal for a number of years. He served in the Chamber of Advocates for over 10 years.

The Chamber of Advocates has a permanent staff responsible for administration and day-to-day running of the office.

The Chamber is also responsible for dealing with complaints made against Lawyers and refers such complaints to the Committee for Lawyers and Legal Procurators which is set up within the Commission for the Administration of Justice.
